Outrageous: Two years after their house blew up, Readville homeowners still waiting for answers - and reimbursement

WBZ reports squabbling among a contractor, NStar and state officials means the homeowners are still paying their mortgage on what is now a vacant lot where their house used to stand until an explosion caused when a BWSC contractor's backhoe punctured a gas main during street repairs.
The contractor blames DigSafe, DigSafe and NStar blame the contractor, the state is holding hearings and meanwhile:
Houser and his partner are now renting, as well as paying the mortgage for the Hyde Park properly, while they wait. Until it's legally resolved and someone is found responsible, the homeowner is responsible.

Missing something...
If there was a mortgage on the house, it must have been insured...Is the insurance company refusing to rebuild? I would expect that the house could be rebuilt, and the insurance company would then go after the responsible party for reimbursement.
I can't blame the Houser family for being frustrated beyond belief!
I've read before
that before you can make the claim, you need to go after and sue the party responsible negligence to determine who's at fault, to make a claim on your own insurance.
Something similar was in the news recently with progressive insurance not paying out a insurance claim because the fairly hadn't sued the party responsible yet, forcing them to do so even though they didn't want to (it was a complete accident). Even worse, progressive, in an attempt to not pay up, sent a lawyer to defend the guy responsible and under-insured.

Probably what we need here; find out who the insurance company is and shame them into doing the right thing for the homeowners. Stoopid insurance company. >:(

A suggestion, and a question...
Suggestion: home owners go and find yourself the hungriest, toughest most connected lawyer out there. And turn him or her lose on this one on a percentage of settlement. Total blitzkreig by someone who has a dog in the fight.
Question: where the fuck is Mumbles on this? He has plenty of time for Chick-Fil-A downtown, but he can't help out a neighbor and constituent with a real problem?
