Looks like a terrible place to cross, even though legal and perhaps necessary.

Why don't they install a full traffic light, which would change right away when the rare pedestrian pushes a button?

In the past, they could have installed a simple pedestrian overpass or undercrossing, but wheelchair access requirements mean it can't get built today without using a lot of money and space for ramps. So we're left with a dangerous crosswalk, or in many locations, a fence and no physical way to get across for miles.
