i used to work down there. the food is american chinese. not good chinese. but the cool part is that they deliver food directly to the boats that sail beneath from their deck.
I've always had good luck
I've always had good luck with the food there. They have a roasted duck soup that is definitely above average and offers a huge amount for the price. Haven't had take out from there in maybe ten years, so keep that in mind. Portions might vary a little due to the containers. It's got a few chinatown style dishes, but it is mostly an Americanized Chinese menu. Definitely worth it if you;re in the area or boating around the inner harbor. They lower your food to you from the outside dining area, and I've seen a few cops from the North Shore make the trip in their Harbor Patrol boats.
Eastern Pier
I've eaten there a few times. Food kind of
hovers between mediocre and decent. But the
view from deck dining, in the summer, is great.
Plus there's reasonable parking.

I haven't been there myself - it's not a neighborhood I get to much, let alone at mealtimes - but a several of the more knowledgeable posters on the Chowhound Boston board have vouched for it. The duck lo mein and other noodle dishes are apparently really good, among other items.

Street View suggests that the exterior doesn't contain a bit of prefab concrete paneling.
Eastern Pier
I run a charter boat in Boston. My clients love pulling up to the deck and having the food lowered down from the deck in a bucket.
Not only is the view unbelievable, the food's pretty good too!
