This morning (Sat. 5/10) on the way to the Haymarket, I saw another of these dudes -- Washington and Montebello. That in the north end of JP, in a region rife enough with junk and gangs that the BPD put a substation there to tone it down.
It was 7:10 a.m. So maybe the tough old tom will have sense enough to be back in Franklin Park before the kiddies come out to play in the dark.
