Four taken to hospital after an underground failure of electrical wire at 112 Tudor St; house condemned due to "trash, food, spiders, rats, feces, cats, and dogs" all over the place.

Failure of electrical wire? More likely it was a failure of an underground _transformer_. Here's hoping they didn't get doused with PCBs. Not that personal safety seemed their strongest point.
