Is it a crime to threaten to harm or kill animals? If so, let charge the folks who run the zoo and their PR firm.

I've spoken with the ARL or MSPCA on a number of occasions when I'm working with someone in a domestic violence situation whose abuser is threatening to harm or kill their pet. The law enforcement folks at those organizations say that there's no legal concept of threatening a pet, so the only way to press charges is with the pet owner as the victim (since it's the human who understands the abuser's language and is made to feel controlled and unsafe).
ARL and MSPCA also both say that one of the most common reasons people can't leave a DV situation as soon as they'd like because they have nowhere to take their pet if they go into a shelter.

OK, here's part of the problem - only the ignorant would say "Hey, just combine the two zoos..." It's not like you pack the animals up and ship them across town like a college student on September 1. The two zoos have different foci and, as a result, to modify habitats and recreate the Stone Zoo at Franklin Park (since there's no place for the FP animals at the Stone Zoo) would probably cost more than just funding the zoos.
I do not understand how places like San Diego, Atlanta, Washington, the Bronx and other world cities can support incredible zoos and animal parks (San Diego has both) and Boston can't. Let's not forget how Bush Gardens and Disney make money off their animal parks or that you go to places in Texas that have these incredible animal parks.
It has nothing to do with the funky neighborhood either. San Diego, DC and the Bronx are in some funky neighborhoods. It has to do with someone having the vision to say, "Is this a we have to spend money to make money situation? Having a world class zoo with easy transportation and access becomes a tourist destination and supports local businesses in the area...."
But hey, it's Massachusetts. Someone must have pissed in Deval's Wheaties so he's gonna shutter the zoos. Freakin' brilliant.

I'm pretty sure that if you checked Disney's and Busch Gardens' (gawd, I can't even fathom a Bush Gardens...) books, you'd find that their animals probably DON'T make them any money, but they make so much money on other aspects of their parks (rides, amusements, hotels, etc) that they can support the loss as a means of diversifying their attractions to keep people from running off to the other guy's parks to see animals.
No, the problem here compared to those other places is that they make things like "Zoo Budget" a do-not-touch, always-gonna-be there cost and deal with other aspects for cutting budgets. We're not that smart.
