Naval Chaplain Rabbi Amanda Lurer, who was formerly Education Rabbi at Temple Beth Am in Framingham, was also present and invited by the President to say the blessing.

I find it hard to believe that she is the first one to come up with this rather obvious portmanteau. Perhaps she was just the first one to care enough to take credit for it.

She's a marketing specialist by trade, so she marketed the whole thing like nobody's business and it became A Thing (and no, she didn't do it for money).
