If he knew anything that they could use, or that they could get by a strong-arm attempt, don't you think they would have played those cards long ago to bring Whitey in? They did that to the other brother. Either they have nothing or they are afraid of him ... or both. I think Billy secretly ratted out his brother this time around to avoid a perjury charge. Somehow I don't think Whitey is going to put up with it if he still has resources to do something about it.

Not like they would have needed much justification for listening in on all of Billy Bulger's phone lines and inspecting his mail. All it would have taken was a single phone call traced back and they would have them both.
