He's probably fat because of all the drugs he takes for his mental health problems, than more drugs to counter-act the bad side effects of the other drugs, and so-on, and so-on. He's being treated 'in the community', pumped full of drugs. Overall, it 'saves' $ rather than build and appropriately staff psychiatric hospitals and provide decent. Of course, if we treated unstable people like this at inhouse facilities, institutionalized them if necessary, community 'advocates' and 'progressives' will scream they deserve their freedom to be living under a bridge or attacking trees in the dead of night. Both main political parties in this country have conspired to create the current status quo in regards to public mental healthcare.
What more should BPD do?

So a known mentally unstable man is allowed to walk around with a "large blade" yet perfectly competent individuals have to clear a veritable spartan race of bureaucratic red tape just to get a license to carry.
Also, a known mentally unstable man can't get the help he probably needs because the budget only allows for him to go to bridgewater, have a doctor stop in to visit him 3 or 4 times and declare there's nothing more they can do before sending him on his way.
