Workers at now shuttered DYS facility charged with beating residents with orange sandals

Eight workers at the former Casa Isla DYS facility on Long Island face charges they used orange sandals to beat the naked buttocks of the teenaged residents - and that they forced some of the residents to join in the beatings.

Two of the workers, Jalise Andrade and Hermano Joseph were released on personal recognizance at their arraignment in Suffolk Superior Court on charges of charges of assault and battery and witness intimidation this morning. Assistant Suffolk County District Attorney Gloriann Moroney said six other workers await arraignment.

Moroney charged the workers used the orange, DYS-issue sandals as part of a discipline program they called "Orange Chicken." Residents who misbehaved or missed curfew would have their pants pulled down and a sandal applied with force to their behinds, she said. She charged that all residents were subjected to "Orange Chicken" the night before they left the facility - or if they returned to it for another stay. She said that in addition to this "ritualized violence," the workers also engaged in other violent acts against residents, which she did not specify.

Residents were told not to tell anybody about the beatings - and warned that the workers knew workers at other DYS facilities, so the residents had better watch what they say.

Attorneys for both men said their clients denied the charges.

Casa Isla, operated by the Volunteers of America, was shut by the state last August - three months before the Long Island Bridge was closed - due to allegations of worker abuse of residents.

DYS is a rotten, fucking scandal. Doesn't matter which political party is in charge. God help any child or teenager who gets involved with DYS or Department of Children and Families. And for that matter, same goes for the Department of Mental Health. The huge $sums$ spent, the horrific negligence and outright criminal behavior and abuse, the fraud, the hypocrisy of public and private 'leaders', the courts, the grubby, little 'special interest' groups, absolutely disgusting. What's described here sounds pretty mild, but you can bet far worse shit occurs, and has for a very, very long time. We should pay less attention to past, historical abuse, more to fixing problems in the here and now.

Worked in a private facility full of adolescents under either DYS or DMH responsibility. Criminally understaffed, undersupported, facility not secure. 1 Janitor/Maintenance for the whole building so things were always breaking, kids would put a computer screen through the window and we'd have it taped up w/cardboard for weeks, bugs get in, other kids freaking out because they've got ants in their room..... teaching/residential staff levels below minimum, then one kid flips out and has to be restrained, restraints take 3-5 people so it leaves 1 staffer to deal with all 20 other kids.... all the staff were BA psych/education/social work kids right out of school, making barely above min wage, everybody was burned out, exhausted, looking for a position anywhere else, no professional development, no help from front office when a kid climbs the fence and goes wandering through the neighborhood. The only people who stayed more than a year were the people who had no training or temperament to be around kids, just wanted an excuse to be angry and yell....

But the executive of the program had a lot of really nice purses. Still remember the meeting where she 'regretfully' informed us they wouldn't be filling vacant TA positions while drinking Pellegrino right in front of us.

Be fair, people. You'd probably get up to some strange shenanigans too, if you knew that the worst consequences you'd face is being "released on your own recognizance". A badge (any badge) equals a license to fuck over your fellow human beings and not pay the price. And we made this monster.
