There are people out there that slaughter goats and sell the meat. It's cheap because they don't 'get proper permits' but it's decently OK. Underground economy, if you will.
So, it's not really hard to get a goat head. I've never really looked into it myself. Any 'off the books' meat I was involved in was either venison or a pig from a local farmer.
