Pawtucket man charged with shooting cab driver to death in Huntington Avenue carjacking

Phillip Foy, 34, of Pawtucket, RI, faces arraignment tomorrow for shooting a cab driver to death outside the Colonnade Hotel on Huntington Avenue this morning.
WCVB identified the driver as Luckinson Oruma, 60.
Foy was arrested on Ring Road, a couple blocks away. Boston Police report:
Quick response from a detail officer in the area allowed officers to locate the taxi cab and subsequently the suspect who was placed under arrest in the area of 1 Ring Road in the Back Bay.
Foy will be arraigned in Boston Municipal Court on charges of murder, armed carjacking and unlawful possession of a firearm, police say.

Why would someone carjack a cab?
At first when I heard about this murder, considering the location, I figured it was a hit of some sort, with the suspect after a specific person, but now it looks like a stranger. I just don't understand carjacking a cab, which is stands out so much, especially if you leave Boston. Am I missing something here?
Who says there has to be a 'legit' reason
to do what he did? Maybe he just felt like carjacking, robbing and murdering the poor cab driver because he had immediate needs for $ and a ride. Believe it or not there are people with no conscious, empathy. I'm sure drug use is involved.
Search his name and pawtucket, you'll see his mugshot. He doesn't appear very concerned.

he may have done things that could have been construed as carjacking but the DA wasn’t sure with the facts they have at this point. My guess is they just hit him with every possible charge now so it isn’t harder to tack a charge on later in the case.

It's kind of downhill after the murder charge, no?
In any case, the way major crimes like this work, his case will go before a grand jury and he'll be indicted and tried in superior court. Sometimes the grand jury does change the charges.

Uh, no. He will be first arraigned at BMC then he will indicted and his case transferred to Superior Court.
The Grand Jury will have nothing to do with this.
Yes, I missed a step
He's scheduled for arraignment today. But charges sometimes do change between his initial arraignment in district court and his indictment for trial in superior court.
Here's one possible scenario:
Foy decides to take a cab to the Pru area, jumps out of the cab without paying, the driver then decides to chase him, and Foy gives him a bullet instead of the fare. Deciding to steal the cab was strictly opportunistic, as a means of escape.
