Puzzling wooden pieces

Boston Building Resources reports somebody donated these wooden things to them, but they have no idea what they are. Any clues?

They look like makeshift picket fences stood on their ends. Maybe used for to enclose a small garden or something?

Guys would drag those behind themselves on the beach all day. It's why they got called beachcombers.

Because they're using plastic and the tines are too close together, their tool is ineffectual. My guess is they ain't found shit. The true beachcombers use the ones pictured in the original post.

They were told to comb the desert, so they're combing it.

I think I've seen something not completely dis-similar which was designed to go over a radiator, to keep people of accidentally touching the hot metal...

The tines are at various angles, and look like they were set up that way. That's part of what's so perplexing. Dimensions are about 36" x 14. A few more photos are posted on the BBR Facebook page.
