The folks at the Boston City Archives wonder if you can place this scene. See it larger.

Long Wharf?
Just a guess, based on the WHARF sign at lower left and the store selling fishermen's supplies.
Atlantic Avenue.
So says Goo..I mean...good guessing?

Corner Atlantic Ave?
Street sign in the upper left corner
Another hint.
This directory from 1910 lists (page 10) Malone on Atlantic Ave going it alone. Also with a telephone number. I am guessing the picture above is before Hines left Malone.

Old Atlantic Ave.(i.e.
Old Atlantic Ave.(i.e. Christopher Columbus Park's Harborwalk) between Long Wharf and the no longer present T Wharf, probably before 1890. The Atlantic Avenue El was built by 1901, and no El is in the picture. Also a map of Boston from 1890 shows there being trolley tracks at street level. It looks like in this picture that the tracks are being laid. So between 1880 and 1890?

Why don't Boston City Archives acquire Stenographic Records of Public Meetings of Boston City Council?

All council meetings - and many of the hearings - are televised (and archived) with captioning.
Compare Steno Record with video Captions.
It is arduous reading through all the Captions on an entire video to find Docket items compared to more easily reading the Stenographic Record. Current Captions obscure parts of the video with a black background behind the Captions that should be transparent so name plates are viewable.

Did you attend the hearing on Language Access last Spring? I did, and I testified as a deaf citizen, along with lawyers specializing in Disability Law, and ESL learners. There were captions, CART, ASL interpreters, and Foreign Language Interpreters provided.
No one mentioned a damn thing about stenographic services. If you want City Hall to be more transparent, then say that. Stop dragging the d/Deaf community into your tangled web.
I'd kindly remind you to contact your City Counselor and set up a meeting, but if I recall correctly, you live on the other side of the Charles, right?
