This MBTA video from Milton shows a Mattapan Line driver tying up a leashed dog that had followed a passenger to the station so it wouldn't get hurt - and the owner showing up to find the dog just as the trolley pulls away. Around 6 p.m. on Wednesday.

The indifference of that passenger...

...makes me unreasonably angry.
She looked nervous to me, not indifferent.

A lot of people are scared of dogs. Having a big strange dog come up behind you could be unnerving--also with the leash she probably assumed that the owner was nearby.
Sheesh, unreasonably is right!

She probably told the driver who then responded. Not everybody's a dog lover or comfortable approaching a strange dog. Having been chased and threatened by strange dogs in the past, I probably would have done the same thing.
I said 'unreasonably'

Are dogs getting smarter?

Seems they're all escape artists now able to outsmart their owners.
I've yet to see a loose dog that the owner hasn't claimed "slipped its leash" or otherwise outfoxed them.
Scary.
I infer a tone of disbelief

I infer a tone of disbelief and sarcasm here.
What other explanation are you thinking is more plausible? "The dog was teleported here by aliens"?
Almost every dog you see loose is going to have gotten that way by accident; so why does it surprise you to hear that explanation?
They're unleashed to begin with...

That's my whole point. Usually not with the leash hanging but they owners never admit the dog wasn't unleashed.
And I've seen plenty of dogs with an owner nearby and a leash attached but owner is intentionally not holding it.
Scofflaws using a little subterfuge for their entitled bullshit.
