Yes, if done safely with no oncoming traffic, preferably not over a double line. Helpful Globe piece here. U-turns are not mentioned in state law. If there is no sign but you pull in front of oncoming traffic, that's failure to yield. Making a U-turn where there is a sign prohibiting it would be failure to obey a traffic control. U-turn over a double line would be marked lane violation. Not aggressively enforced unless a major road with signs or if an accident happens.
