We use it in Vermont too, but also applies to other things like "wow, you really got that room all decked out for the party". And a lot of people here use it to mean "get punched"=get decked. And I've heard it used like that a lot in Mass.

Agreed. No one says someone that is well dressed is decked.
If you got the crap beat out of you, you got decked. But Decked Out is the way you use it to describe someone that is well dressed.
