Government Documents Department at our Boston Public Library on our Board of Elections.

According to Chapter 2 section 2-3.1 of the City of Boston Code, the Elections Department is under the charge of the Board of Commissioners, who are appointed to 4 year terms by the Mayor. The powers and duties of the Commissioners are spelled out in Chapter 51, Section 16A of the Massachusetts General Laws http://www.mass.gov/legis/laws/mgl/51-16a.htm
Chapter 54, Section 11 of the MGL http://www.mass.gov/legis/laws/mgl/54-11.htm spells out the powers and duties of the Election Officers, who are separate from the Commissioners, and much, much more numerous (they are at each precinct).

The MGL 51, 16A points out that a Commissioner serves until the end of their respective term or until the appointment of their successor. There is a vacancy on the board currently. An audit released earlier this year by David King of Harvard University http://www.ksg.harvard.edu/dking/King_Boston_Report.pdf recommended the appointment of new Commissioners.
