Inside scoop
I have it on an inside scoop that Fenway was rehearsing today for the Opening Day ceremonies on Tuesday. It's quite possible that Tlumacki was there to photograph the work being done to prep for Opening Day and it was pure chance that he was witness to the hawk smackdown.
This was the first big rehearsal to make sure everything will go right on Opening Day and the timing would have been right if he were there to photograph those proceedings.

What I want to know is how did they get the pictures?
Did someone know in advance and stake-out the Hawk?

Probably simpler
As Kaz suggested, the photographer went there to take photos of the kids, then noticed this hawk hanging out and figured he might get some cool photos - probably not realizing the girl was from this little town in California called Bodega Bay.
