If it wasn't taken with a cell phone (most phones are synced to the carrier), your clock is almost certainly off. Pull up a clock on your phone or computer with seconds displayed, and take a photo of that. Compare the timestamp recorded, and include the correction in your email so they know exactly when the photo was taken. Ie "my camera's clock is 4 minutes slow, so this photo was taken at 2:02pm"

Also, note that photos from cameras and cell phones contain uniquely identifying information, like your camera's serial number. Consider stripping the photos of the camera's serial number etc. (don't remove the timestamp.)

I was thinking the same thing. The first thing I'd do before submitting a photo is to carefully compare my device time to that at http://www.time.gov/timezone.cgi?Eastern/d/-5
