Canton Police Chief Ken Berkowitz has a message for Roger (earlier, the sign warned Falcons fans any fines they incurred would be doubled because they were entering a Patriots Zone).

They just noticed that Kevin Youkilis was on the field. It just so happened that their discovery and attempt to honor him took place at the exact same time the Commissioner of the NFL was speaking.
