Who takes care of the small Boston Marathon victim memorial?

There was a larger version of this memorial around (I've only seen it in photos) as well as this smaller version which is or was usually out on Boylston St. Does anyone know who takes care of it--I understand that it's taken in at night. It hasn't been around in a while.

There was something about him during all the storms ... bartender at a nearby eatery.

The shoveling stories didn't mention the memorial although they mentioned other Marathon-related info, like which ones he ran in and what it means to him and others now. Surely the memorial would have come up if there'd been a connection.

I don't know, but I hope whoever is responsible for the one pictured above corrects the spelling on it - last time I saw it on Boylston it read 'We Will Never Foget Them'
