Uncooperative Cooperating Witness got $30,000 to help make the case against Chuck Turner

WBUR reports on the payment to "Cooperating Witness" Ron Wilborn, the restaurant owner who helped bring down Dianne Wilkerson and who is saying he won't testify against Councilor Chuck Turner in his corruption trial, which got underway today.

Would someone tell me why the payment of $30,000 was necessary and whether entry into the witness protection program wouldn't have been enough?
Think about it
If he'd ignored the investigation and gotten the bribbed liquor license that he shouldn't have, then he might have had a successful bar/restaurant/club and made $30k by now. You have to give him a guaranteed payment that would convince him to scuttle his own ability to illegally get his club up and running by ratting out the government insiders who were going to grease the wheels for him.
