As temperatures soar, power goes out in parts of Allston, Dorchester

The city reports Allston blinked out this afternoon, at least in the areas around Brighton Avenue and Allston street. However, the traffic lights, at least, were also out at Brighton and Harvard avenues.
UPDATE: Around 6, Dorchester in the vicinity of Dot. Ave. and Freeport Street went out.

Does anyone have a cite for this?
Is it, in fact, the case that in the Commonwealth a malfunctioning traffic signal is to be treated as a stop sign?
If so, can anybody cite the relevant MGL, chapter and verse?

Unlike most government manuals, though, the RMV manual doesn't cite the applicable MGL.
I did a quick look through the general laws and couldn't find anything specific, but MGL ch.85ยง2 allows MassHighway to enact regulations governing traffic, including the behavior of drivers and vehicles, so it is probably a MassHighway regulation.
But, unlike Star Jones, I am not a lawyer, so I could be missing something.

Linden, Harvard and Allston St
Strangely, Linden St traffic light is back now, but not the other two. Some stores have power, others don't. There's an eerie dark strip on Brighton Ave.
Cops are directing traffic, but it was fun watching the cars negotiate the intersection earlier. Always seemed to be on the verge of disaster, but it all worked out.

The disallowing of left turns during a power outage--a good idea
It's smart to disallow left turns during a power outage, since the left turn is the most dangerous traffic maneuver anyway, and since Boston's streets are often total anarchy without power outages, allowing people to make left turns during power outages makes it far worse.
