Rob Consalvo's giant Web head

Above is the "Volunteer" page on Rob Consalvo's new campaign Web site, as viewed on my Acer laptop with a 15-inch screen. Below is the "News" page on the site:
They look identical, no? They also look just like the home page. At first, I thought, hmm, did they just link all the tabs at the top to the home page by mistake? But no, the problem is that the designer put such a large photo of Consalvo's head on the page that, on your average laptop, you don't see anything the rest of the page, and will probably miss the actual contents unless you happen to notice the scrollbar on the right. It also probably doesn't help that the tab for the page you're on doesn't change color.
The site does have a different layout for mobile devices, but even there, the logo is so large, you won't notice any content in landscape mode, and only one line of different text in vertical mode.

First sign that your graphic designer has shit for brains: assumes everyone on the entire internet has the exact same monitor (or browser, or internet connection) that they do.

This was no mistake silly, it was so that Consalvo's core constituency can recognize him if their grandchildren help them locate his page on the interwebs. I assume it also uses 250 point font?

This is precisely what happens when you design on a 27" monitor, as is the design standard now. Notice how everything is GIGANTIC, fonts, images, etc.
I tend to have the opposite problem when I design (sites being too small), since when I first taught myself web design, 1024x768 was the avg resolution and it's just stuck in my head. I took a 4-year hiatus from web design in college (08-12), came back and bam... resolutions were a thing of the past. Nowadays, you just have to design so everything scales up or down.

This is a terrible trend...
that's sweeping the interwebs. The giant header image has taken over Facebook, many/most free Wordpress themes, Google +, Blogger (not that anybody still uses it), and probably other platforms I'm not thinking of right now. Why, oh why, did anyone think that a giant static image was more important than the content of a page? This is a fad that can't die fast enough, as far as I'm concerned.
Oh, and the animations on the top level navigation on Consalvo's site are terrible.

I know that appealing
to elderly voters is important but this is a bit much. If all you can see above the fold is a gigantic head and his name, something is really wrong. A lot of people never page down to see what else is there.

Who is the target audience?
Look at the fonts and picture (not plural). Who is their target audience? Elderly with bad eyesight?
