Solar Clothes Dryers As A Landmark
Based on your answer, I'm guessing the picture was taken from the roof of the building at the corner on Jette Court. In the top right background of the picture, you can see some buildings with solar clothes dryers deployed on the roof. Those would be the buildings that face Washington Street:

To Be Precise, It's A Combination Solar And Wind Powered Dryer
It will work with either energy source, but on days that are both sunny and windy, the synergy of both working together will dry clothes very quickly. In addition, the ultraviolet radiation in sunlight provides a beneficial sanitizing and freshening effect. I love my solar clothes dryer!
