Best way to stop him: When he does this in your presence say "That looks like a penis, only smaller". :D

The advice my wife and I gave our daughter is to act completely nonplussed - he's just as likely to be looking to be shamed as to be adored. So just move along. Cross the street. Turn around and go into the nearest shop. That sort of thing. Then tell the police. I'd say get a picture (of his face), but certainly wait until you're absolutely sure of your safety. Although he's apparently not been violent or anything in his previous outings, it might be better to avoid doing anything that might make him feel like he has to act to protect himself.

When most people hear about a street flasher they are upset about the sexual nature of it. Our friend in Arlington is OK with the sex part but upset the guy was on foot.

that he is displaying criminal lewd behavior in public. He may satisfy his psychological need for an exhibitionist thrill in ways that are not illegal and coercive via webcam as one alternative. I would be upset if the victims had felt threatened by the perp, but that doesn't seem to be the case - he flashed then ran off. FOX25 interviewed one, and she seemed more entertained by the experience than traumatized.

I suppose I would feel sorry for those who feel shame about human sexuality and nudity.

but it should recognized it's a symptom a serious disorder. Such behavior shows a serious lack of impulse control. It's certainly possible it could escalate beyond flashing in public.

My father is a retired police officer, who dealt with this sort of offender for many years. His experience was that this sort of individual did not typically go on to more serious offenses.
