The concrete is relatively porous so you'd need to use a gazillion tons of paint, and then it would all fade away and look horrible and you'd need to repeat the process forever. Now maybe if they'd do what they've done on a few of the interior walls - cover them up with a paintable material - but then City Hall would probably look even more like a giant packing crate than it does now.

Painting concrete looks nice for a very short time and then you have created a new maintenance issue. And given how the city does with maintenance, that seems to be something to avoid!

Not recommended. Epoxy coating, now there you might have something.
But a study of the existing concrete, rebar, existing condition would have to be performed to determine the best product to apply.
But I would not coat this building.
And I am one of the few who enjoy it as an architectural piece.

brick buildings in Back Bay that look exactly like similar buildings all over Eastern Massachusetts can't be altered by their owners because they're deemed to be "historically significant". But a building that is actually architecturally significant due to its unique design, and historically significant as one of a small number of examples of the design left in the world, is lambasted by many people as a monstrosity.
Am I the only one who sees something wrong here.
If only it looked like all those other buildings...

.. it could be historically significant too. (I also rather like it -- but wish the inside had been finished in accordance with the initial specifications, instead of being mucked up in order to save money).

a) A Floor By Floor Directory online is needed for the Boston City Hall building and b) at the Entrance and c) for each Floor on each Floor.
For example, each @UniversalHub participant selects a Floor at Boston City Hall to survey and list all the Offices for a compilation with updates, changes, additions.
Property Management City of Boston https://www.boston.gov/departments/property-manage... has planned for years to make Wayfinding in the building easier with better signage.

Get in one of the elevators and take a photo of the floor numbers - all of which tell you which departments are on which floors.
Or turn on your phone's recorder and ask one of the guards at the security checkpoints - they always seem to know. Go home and transcribe that.
