I heard from the sister of one of the workers in the photo today:

That is my brother and his son in the picture. My nephew was so excited to be "in the news". My nephew loves going to work with his Dad whenever he gets a chance. His love for construction at the age of 5 is something you have never seen before. He has been "Working" with his father since the day he could walk.
