What a beautiful scene! An unleashed dog near a partial frozen body of water looking to chase birds out onto the ice fall thru and need to be rescued by local fire/police departments. If the dog's owner attempts a rescue it could be a real tragedy. Common sense is not very common is it?

Stony Brook Reservation is another great spot totally ruined by entitled dog owners disregarding the law.

As in dogs that are barely controlled by their owners ruin the experience of non dog owners.

Also, as in dogs that are barely controlled by their owners ruin the ecosystem (okay, I haven't read about this with Tuttle Pond, but Millennium Park and the Arboretum are places where it is noted that dogs affect the ecosystem.)

On the other hand, I am very supporting of a dog park at the old Thompson Center, so that dogs will have a place to run free. They just don't belong everywhere off leash.
