Because the phone system was designed to be open and the police departments are required to take every call seriously. There are not many good solutions.
Unfortunately it is very easy to spoof local phone numbers or use burner cell phones. If some jerk does it from outside the country it is virtually impossible to track them down unless repeated frequently enough to trace.
I'm not the biggest fan of the police, but when they get a call saying that citizens are being intimidated with machine guns, this is what they are supposed to do. SWATTING is a specific process where you misrepresent yourself so well that there is no way to tell it isn't real. The criminal is the person making that call.
On my part. I know what "swatting" is, but I misused it as "SWAT team activity", not as the correct "prank call to instigate a SWAT team response" in trying to craft my witticism.
Well I mean one officer did just die last week in Yarmouth enterting a house... response seemed appropriate to me for a call of supposed heavily armed intruders holed up in a house.
