Board approves plan to replace fabled Roxbury bar with a new bar

The Boston Licensing Board yesterday approved a liquor license for District 7 Tavern, which Royal C. Smith wants to open at 380 Warren St., the former home of Sonny Walker's, which closed in April.
The board granted him a "neighborhood" license for the 824-square-foot space, which means he would have to give the license back to the city rather than re-sell it should he go out of business.

Should all be neighborhood licenses
I realize it can be hard to unwind what’s done, but what’s the benefit of having a secondary market in “unrestricted” liquor licenses? Really they should all be neighborhood licenses and revert to the city when a bar/restaurant closes. Lowers the point of entry for new restaurants and removes the kabuki theater of license transferral, which make no money for the city today.
