A concerned citizen files a 311 report from the South End:
Disgusting and hateful graffiti trashing up our beautiful tennis court at Titus Sparrow park. This political message needs to be removed immediately from city park/property.

He took them from their families; placed them in 17 states and the Trump admin. doesn't know how they will be able to reunite them because they never thought about it. They really don't care. All they thought about was being cruel enough to deter asylum seekers, which is their right under US and international law.
They've also created a legal problem. If the kids parents were seeking asylum and instead of getting a good cause hearing they got a felony conviction for illegal entry and a deportation order,they're going to have a hard time using US courts to get their kids back.

Apparently now the parents are being told they’ll get their kids backs if they sign an agreeement to self deport (give up this claim of immunity). These kids are hostages.

If you don't do what you came here for--apply for asylum because your life is in danger and your country can't protect you-- and instead you leave, you get your kid bad. If they know how to give the kids back, why don't thy just give the kids back? Because they see an opportunity to extort the parents.

The complainant made a point of calling the message "hateful" and "political". I agree with YOUR take on graffiti, but the complainant specifically objected to the content. You and he/she may not be on the same page here.
I will once again note
Graffiti is graffiti. If you want to posit that Hillary Clinton should be in jail or that Donald Trump eats babies, spray paint your own property.
Banners are real cheap nowadays on the internets
Maybe I am just a snob. I would rather see people hang a banner than spray paint their own property.
Down the Cape we don't even hang banners... we use colored light bulbs and sometimes welcome flags to convey our messages.
Up here I am spending the summer in a neighborhood that is in the middle of a banner/sign war over 361 Belgrade. The anti's are winning.

But if you feel strongly about your message
Spray paint is the only way to go.
If this person who is convinced that Trump eats babies used something like a banner, or even if say the Lock Her Up person used chalk instead of marker, the message could easily go away. However, if you got out the krylons and tagged up your house with your political messages, people would be able to read about them for a long time to come.
