Police: Drunk mother rolls car in Revere, flees with one child, leaves second child behind with serious injuries

State Police report arresting a Revere woman on OUI and child-endangerment charges following a crash on Rte. 16 at Rte. 1 in Revere around midnight.
State Police charge Cecila Miranda, 37, of Revere, was driving with a 6-year-old and a 10-year-old when she somehow flipped the car over, ending up in a ditch.
Witnesses stated that the driver left the scene in a bystander’s vehicle with the younger of the two children, later determined to be a 6-year-old boy, leaving the other child behind, later determined to be a 10-year-old boy. Witnesses stated that another bystander stopped and took the 10-year-old in their vehicle, reportedly to a local hospital. Both children were reported by witnesses to have severe injuries.
Troopers found Miranda at Mass. General Hospital in Boston with the younger child, State Police say, adding that somebody dropped the older child, with severe injuries, off at the East Boston Neighborhood Health Center. He was transported to Children's Hospital due to the severity of his injuries, according to State Police.
Miranda was charged with OUI with serious bodily injury, two counts of child endangerment while OUI, having an open container of alcohol, leaving the scene of a personal-injury crash, reckless operation, abandoning a motor vehicle and driving with a child under 8 not in a car seat.

it's good to see car seat laws being enforced. Enforcement of them in general is so lax, which is scary, since the laws are so far behind best safety practices.
Remember, MA law is that kids under 8 have to be in a seat that is appropriate for their height and weight and is used properly, unless they are 4'9" or taller. That's 99.9 %ile for height for an 8.0 year old, so very few kids under 8 actually don't need a booster by law. People generally stop using them at around school age though.
Most kids need a booster seat until they're 8-12. They need to pass the seatbelt test (knees and hips at 90º, seatbelt fitting correctly on shoulders and at hips) before they can ride without a booster: https://www.safekids.org/tip/booster-seat-tips If they're 12-13 and don't pass, they can safely stop using the booster since their skeleton will be sufficiently mature. Teens or adults who are well outside the size range that seatbelts are designed for may need adaptive solutions.
Also, kids should be rear-faced until at least 2 years of age, and best practice is to keep them rear-facing as long as they're within the height and weight limits of the seat. Finally, 95% of car seats are used incorrectly. If your pediatrician, nurse, daycare provider, whoever isn't a certified child passenger safety technician, their recommendations may not be correct. Pediatricians are notorious for giving extremely unsafe or outdated recommendations. Daycare van and Medicaid transportation people also are usually clueless and will use seats very incorrectly.
Find a CPST to check your installation and teach you to use the seat properly. (Children's Hospital injury prevention department, SPARK center, and Boston EMS all have CPSTs who will check your seat.)
Nobody does this
Nobody puts a 12 to 13 year old kid in a booster. By doing this you would be guaranteeing bullying at school for your kid. They would never hear the end of it. Your kid's emotional development will be stunted and they would need years of counseling.
The car seat lobby must be powerful to get all these nit picky laws on the books. The car seat companies also recommend you switch out a car seat if it is 5 years old, even if it's in mint condition .... because like..... it loses structural integrity or something.
All this when parents can't even drive without a road soda. What a joke.

The booster laws have been changing based on hundreds of kids per year dying or becoming permanent quadriplegics or paraplegics because seatbelts designed for adults don't work with kids until they are nearly adult height. I have a friend whose older sister died when she submarined the seatbelt.
When tens of thousands of people per year die in car crashes, some will be kids. Of those, there will be some common situations that merit attention, as described above. When there are several years of data for such tragic outcomes, somebody decides to do something - like making kids sit in boosters that make seat belts fit properly.
These are scientifically deployed interventions based on outcomes research.
Revere PD one of many who will install or inspect car seat
There are dozens of free car seat installation and inspection sites in Greater Boston, including Revere PD which notes that a Spanish translator is available. Many charities, health insurance and auto insurance companies provide free seats. There's no excuse not to have one safely installed.

If I went to the Revere PD to have a car seat installed for a 12 year old kid, the officers would would chuckle and talk down to me in front of the kid, likely causing the kid to grow up and hate his father for being so non-masculine and bad with doing thing with your hands.
The cops would be all, "Sure there Chief, we can help you with that. Did you happen to take a look at the single page of directions with the illustration? Yeah well you clip those things in and you're done. All right, big guy, take it easy fella." *uproarious laughter*

You don't install a seat for a 12 year old, anyway - but you have them sit in it and then in the regular seat and the officer can then tell you if it is okay to do without it.

How the hell do you leave your injured child behind all alone? Those kids have to deal with this shithead as their mom for the rest of their lives.
