Yes, you can transfer the plates to a different car. That's the reason you still see some of the old green letter plates after they stopped making them (a couple decades ago?).

Live and learn. I know somebody who had the green plates, but their car was ~20 years old. Everyone else I know seems to get new plates every time they get a new car.

However, I traded in a car I owned a year ago for a lease. I had no choice - the (red on white) Mass plates I had on the car I owned (and two earlier owned cars) for 18 years were taken and new number plate issued with the lease.

My 1989 vintage plates were called in some years ago - no transfer allowed. 1989 was the last year they gave out the green ones new.
You can transfer the red letter plates to your heart's content. We had a set of them that carried forward through four vehicles over eighteen years. We would have transferred them again, but we were slated to turn in the VW Diesel in January and couldn't control the timing.
Not sure why any vehicle still has the green ones - there is no front plate with those and most are illegible after 30+ years of use. There is no charge to trade them in, and you are supposed to fail inspection if they fail legibility requirements.
