Voting By Mail — Why Don't We Have It?

Massachusetts has relatively permissive absentee voting provisions and some cities and towns have early voting, but five states currently conduct elections entirely by mail (Colorado, Hawaii, Oregon, Washington and Utah).

In 2018, the Massachusetts legislature enacted automatic voter registration. Is there a reason we can't have voting by mail as well?
