Sure, do a review. The real issue remains BPD (and other departments) don't face serious punishment when they act out line. The bar to dismiss an officer should be very low. If the problem officers can't stay on the force they'd be a less need for extensive vetting of those being promoted.
Unions and employee protections are important... Except for people with guns and the ability to make arrests.
