Citizen complaint of the day: Loud North End partiers on fire escapes photographing people yelling at them to go away

An outraged citizen filed a 311 complaint at 1:27 this morning about the situation at one apartment building on Fleet Street in the North End:
Tenants on fourth floor are sprinting up and down the fire escape, with incredibly loud music, banging on people’s windows to try and wake them up and taking photos of everyone who asks them to go inside and be quiet. No photo as truly feel unsafe posting on with the photography and videos of neighbors being taken.

I wondered what the courts
I wondered what the courts think of videoing people on their own property without consent and came across this. The answer seems to be that they don't like it.

and not 311?

But 311 is such a satisfying social media platform for complaints or faux complaints from the fire escape sprinter pr team.

Could it be that people are confusing 311 with 911? The peace was being seriously disturbed at 1:27 AM and the caller clearly admits to feeling "unsafe", yet they call 311 and not 911? If this were happening to me I would call 911 immediately.
