Four previously indicted BPD cops face additional charge related to Hyde Park evidence-warehouse overtime scandal

The US Attorney's office reports that four current and former Boston Police officers and supervisors at the department evidence warehouse in Hyde Park have had a new charge of conspiracy to commit wire fraud added to their existing charges related to an alleged scheme in which the supervisors approved payments for overtime the officers did not actually work.

The four are the only BPD officers charged in the scandal who maintain their innocence. Nine other officers, including former police-union president Thomas Nee, entered plea deals after their arrests in 2020 and 2021 - some, including Nee, the same day they were indicted. Another officer did not plead guilty but died last year

The superseding indictment unsealed yesterday against Lt. Timothy Torigian, 57, of Walpole, Sgt. Robert Twitchell (retired), 61, of Norton and officers Henry Doherty (retired), 64, of Dorchester and Kendra Conway, 52, of Boston do not make new allegations of overtime abuse, but rather charge them with the federal crime of wire fraud, because BPD overtime and direct deposit was processed by Citizens Bank across state lines in Providence.

The new charge carries a maximum penalty upon conviction of 20 years.

The feds charge that officers and their supervisors who worked at the Hyde Park evidence warehouse concocted a scheme in which the officers would submit bogus overtime forms, which the supervisors would sign off on, for a weekly warehouse cleanup and for collecting seized drugs at Boston police stations and then driving them up to a Saugus incinerator for disposal.

Someone is clearly unfamiliar with standard proverbs. The saying is “one rotten apple spoils the bunch” or variations there of. I agree it may not be the best fit for talking about policing though but only because it’s really that “a rotten bunch will spoil the one good apple.”

I think it's something like "often receives job offers from barrels that are already full of bad apples and together they do a lot of bad apple stuff until they get caught and pick an apple to sacrifice to public opinion".

This is greed exponentiated. Details are legal ill gotten gains; contracted graft. But they are legal. Why do these guys have to go beyond legal extremes to pad their bank accounts?

We don't hold cops accountable for even greater offenses, including taking a life or lives. We have a whole legal doctrine, "qualified immunity", that gets routinely and explicitly applied to excuse all sorts of cop actions. What reason would the cops have to think they would be held accountable for something like this? They're not stupid. They're extremely aware of how the law has worked and generally still does in this country.
