Woman beats up elderly couple when they ask her to move her bag so they can sit together at Wellington, police say

Transit Police report arresting Kristen Kulch, 37, at the Wellington Orange Line stop around 2 p.m. yesterday for allegedly punching an elderly man and woman repeatedly after they asked if she could move her bag so they could sit together.
Kulch, who listed addresses in Everett and Revere, was arraigned in Somerville District Court on two counts of assault and battery on a person over 60, court records show.

I know, obviously she felt she had a right to take up two seats, one for her and one for her bag. I don't understand people like that.

This is broken
Nothing excuses cops meting out vigilante punishment, but the realization that no matter how well you do your job, no matter how many times you arrest this woman, you are actually powerless to keep her off the streets and stop her from committing further crimes, leads to a level of cynicism that is at best an exacerbating factor in the kind of shitty police culture that condones abuse.
I'm no doctor, but this person appears to
be suffering from untreated mental illness. Not excusing this behavior, but maybe an example of how law enforcement needs more help and expertise on this score? The criminal justice system alone doesn't appear to be getting her the help she clearly needs. It's like the weather: everyone likes to talk about it; nobody seems to be able to do anything about it.
First stop the harm
Whether or not she has a mental illness diagnosis, there needs to be a secure physical barrier between her and the rest of us. Once that essential step is taken care of, we should absolutely be addressing her mental health needs. But the job of the police in this case was to physically remove her from the streets, which it appears they did. Repeatedly. While there is a history of cops acting very badly against people experiencing a mental health crisis, there is no evidence posted here that any of that happened in any of her arrests. Courts turning violent assholes loose, repeatedly, can’t possibly be part of a reasonable solution.
