Tufts Daily reports police officers responding to a fire alarm in one dorm entered one student's room to find no student but: "a marijuana cigarette on a computer tray; a plastic bag with what appeared to be hallucinogenic mushrooms; four plastic baggies with marijuana; two boxes of full, unused CO2 cartridges, numbering approximately 40 cartridges; and two pieces of a pipe that screwed together with a balloon on one end. They also discovered a box with 150 used CO2 cartridges."
If only the dorm were on the Medford side of the campus: In addition to citations for drug possession, the room's occupant will be cited for possessing inhalants, which is illegal in Somerville, where the dorm is located.

Doesn't sound feasible
A good vaporizer can be rigged to do a better job, if my old college friends at Bexley hall or Senior House had it right. What you describe would put way too much pressure through ... resulting in scalding hot product or putting a flame out ... or serious dilution if stepped down with a regulator or filter.
CO2 is not an inhalant. I know people who use cartridges with a special device that inflates bike tires. When I did the PanMass and we were waiting as a crowd to start, at least three compulsive people exploded tires with them.
I'm betting it is N20 for a whipped cream or brewing device. What I don't get is the difference between posessing 20 LEGAL cartridges and 20 ILLEGAL cartridges. You can buy this stuff at any kitchen goods store - makes great whipped cream at times when you need throughput ... like serving dessert for 20 or more.
And what is the big deal is with nitrous oxide as a recreational inhalant in the first place? It's pretty safe so long as you don't seal your room with duct tape and knock the regulator off a tank of it!

On the other hand, it sounds like somebody needs to do some serious rethinking about why they are in college and spending so much money to to get so wasted that they endanger themselves and others and get caught with the goods.

It's possible he was mass-producing bongs out of the spent cartridges, or using the CO2 to boost the growth of marijuana plants. They're charging him with possession of an inhalant, and to be sure, CO2 cartridges are sometimes used in that fashion. I guess I just have a hard time believing that a guy with a stash of 'shrooms and baggies of weed is going to resort to sniffing carbon dioxide for his high.
It's more likely that the occupant owned a paintball or air gun that wasn't in the room at the time, or that ownership of a paint gun doesn't violate Tufts rules. Charging him with possession of an inhalant, though, adds one more charge to the rap sheet, since it violates a Somerville ordinance.
