Dylan's Hurricane has nothing to do with weather. Always irks me when that song's used for storms. Also, where was Neil Young?

I had Neil Young's Like A Hurricane number 4 on the list. As for the Bob Dylan song, it was obviously made for Rubin Carter, but the song is called The Hurricane. How could it not be on the list?
