various articles on this explain that it was put together by the mayor to publicize a real crackdown of illegal on-street parking. Apparently Vilnius has a lot of underground garages, and many locals were really upset over a trend of over-entitled folks parking in bike lanes and blocking small alley-streets. Mercedes was a junk-yard-bought shell. Clever PR!

When do cyclists block intersections?
Well, cops on bikes do for Bike Friday rides. That's pretty much it aside from a very rare critical mass ride. It is kind of hard considering that bikes don't take up very much room. Besides - note that the car isn't occupied????.
Let's be honest here: one rarely sees a non-cop cyclist plugging an intersection, yet every goddamn day I see cars blocking nearly every intersection and I'm sure you do too. Oh, and then there is that nasty and antisocial Critical Mass event where large metal vehicles much larger than their occupants all get together and head out all at once. In this "protest event" these giant metal contraptions jam the streets, block bike lanes to make turns, clog intersections when they can't make it through lights, double park, run red lights to make turns, and emit all sorts of foul and toxic gasses and particulates.
Oh, I'm sorry - they call that rush hour.

Are you kidding me??? Just 2 weeks ago I saw a cyclists who wouldn't move out of the way of an ambulance with its sirens blaring! If someone is having a heart attack, seconds actually count toward saving a life! Horrible self-centered attitude on the part of the cyclist.

I remember in college when a locally-raised friend said something like "you know how cars follow ambulances through traffic" and I really didn't understand what the heck she meant.
Again, cars win in ambulance blocking. I invite you to go out and gather data, starting with your two cyclists.

The difference is obviously that there is no person in the Mercedes whereas the people who regularly threaten cyclists in their online rants *are* actually excited about the prospect of killing a person they hate. It's funny to run over an illegally parked car. It's not funny to become annoyed at cyclists corking an intersection and decide to ram your way through. But that is kind of the whole problem--those who are so angry at cyclists don't understand that distinction; to them cyclists, pedestrians, etc. are just an annoying obstacle to be cleared off the road.
