Good to see Major League Baseball is cracking down on truly horrible things like drug abuse among players Terry Francona's sweater.
Bob Watson, vice president of rules and on-field operations for Major League Baseball, has decreed a "Francona Rule" to ban Francona from wearing a pullover, and never mind he wears it for health reasons - those blood thinners he has to take make him cold (not to mention, prone to coughing up blood).
ShysterBall thinks some managers should be required to wear a pullover.

Managers are supposed to wear uniforms just like the players. The point of a uniform is to be, well, uniform. If he's cold, wear a dugout jacket and/or an undershirt. That's already covered. Harassing him during a game was stupid, but there is nothing wrong with setting a rule to stop managers (and Francona is hardly alone on this) from dressing up like baseball Belichek in their smocks.
Purpose of uniforms
Baseball team members wear uniforms so that other players, and the umpires and spectators, can tell who's playing for which side. Managers aren't generally on the field, so these reasons do not apply.
Anyone Remember Connie Mack?
He managed the Philadelpia Athletics (before they moved to Kansas City, before they moved to Oakland) and never wore a uniform of any sort. He wore a business suit with a stiff collar and a tie. He did so until the 1950's. He is in the Hall Of Fame, so there is certainly precedent for MLB not enforcing uniforms for managers.

On Field
Managers come out on to the field all the time. That's quite the point. The rule in baseball is that if you intend to enter the field of play and represent a team, you have to be in full uniform. Not PJ's with a Red Sox logo. Just because the hometown team has one of the managers who insists on ignoring this rule, doesn't make it wrong. If you are the leader of this team, you should honor the rules of the game and wear the uniform of your team. This isn't like the NFL where the coaches are contractually bound to be dressed according to marketing agreements with sponsorship partners. This is a uniform all members of the team must wear. Its one of baseball's endearing traditions and I see nothing wrong with ensuring that this rule be respected.

What Francona is being told not to wear always looked to me like the thing they put over you when you sit down for a haircut.
Now the Red Sox can shop around for the "Official Long Underwear Provider to Manager Terry Francona of the Boston Red Sox"...LL Bean offering a red Union Suit perhaps ?
