H.943 is the brainchild of state Rep. Tom Sannicandro of Ashland:
To ensure fair treatment of commuter rail passenger, the authority shall not have the power to collect fares on commuter rail trains that depart 20 or more minutes after their originally scheduled departure time, or from the passenger of any car of a commuter rail train that fails to provide reasonable temperature regulation.
The bill does not specify how the T would pay for the refunds. The T offered refunds for late trains until July 1, when it eliminated the program to save roughly $1 million a year.

Dunkin Donuts gift cards would be better

What good is a refund of a single ride when most people are on on a monthly pass? They should give out $5 Dunkins Gift cards instead and charge Dunkins for the opportunity of that marketing. That is actually such a good idea I'm surprised it hasn't been done already. That would be a win for everyone.
The inventory control might be a challenge though as you can bet a pile of cards like that would be hard to keep secure. You could require online activation though...again...what a great marketing deal for Dunkins...such a thing should pay for itself and make riders happy.
