Love The Building, Hate The Plaza
I fondly remember having lunch with my parents at the Union Oyster House during a Boston vacation trip, and watching huge, pre-cast sections being hoisted into place as the new City Hall was being constructed.
I was impressed then, and still think it's a spectacular building. Unfortunately, the barren plaza surrounding it dehumanizes the overall setting. I think the oppressive first impression made by the plaza turns off many people before they get a chance to appreciate the structure itself.

Well, that, and the fact that in the past 40+ years the building is looking a little shabby.
Theplaza is rarely devoid of activity...
... so long as the weather is warm enough. Activities almost all the time (including setting up and taking down, of course).
All Those Temporary Set-Ups Are A Big Part Of The Problem
The current, typical set-ups with lots of little vendor canopies are ugly and don't offer any shelter for the general public. It would be much better to have a few large, permanent pavilions, similar to what you might have at a big fairground.
With high roofs and open sides, they wouldn't block the sight lines, but would provide shelter for many different kinds of events, all year 'round. In addition, the plaza could become a pleasant place to be, even when nothing is going on.
You know what they say...
