Driver leaves Memorial Drive, ends up in Charles River

Tim watched the car being winched out of the river.
All the occupants removed safely from the waterlogged car off Western Avenue around 11:30 a.m., State Police report.
Mike Moura photographed the scene from the other side, as State Police and a tow truck prepared to remove the car from the river:

Are there signs saying "STAY ON LAND"? Are they in compliance with the International Not-Driving-Into-Water standards guideline 405(C).34, ratified at the 1987 Antwerp convention?
