Fabulously Out There, who does not have air conditioning, came home last night to find her dog really, really hot:
... So I did what any normal person would do....I opened the freezer and made him stand in it.
Worked like a charm.
No, I did NOT close the door on him. He was standing right next to my ice cream and you could tell he was totally cooling down. All that was missing was steam coming off his fur. Once he felt sufficiently cool to the touch, I took him out and made him sleep in front of the fan. ...

Dog in a basement.

I thankfully have a basement for our dog to stay in during the day. Stays wonderfully cool down there even in the worse heat. I actually put him in his pen down there on Sunday for his own good to get him out of the heat. The cat, meanwhile, will only lay at the door to the basement and never seems to think to go down there to stay cool. Then again, his litter box is down there, so maybe that's why.
I would note, though, that if there is enough room in your freezer for a dog to hang out in there, you're freezer probably isn't operating efficiently. Its my understanding that a more full freezer uses less energy. Though, evidently is less hot dog friendly.

Not the most efficient refrigerator (evil landlord), but the dog is rather small as well. :) 3rd floor triple decker, no basement to use for us :(
AC unit will be bought today....meant to do that this summer, wasn't expecting heat wave in June. Little guy did well all through the weekend, but last night he didn't seem all too pleased prior to being put into the freezer. :)

Strictly speaking, you can do containers of water (that won't burst, anyway) to do the same thing. But I stick with ice cream myself. Vodka bottles work well, too, though, so feel free to mix it up with vodka and ice cream.
Basically, it does two things. The less air to move around in the freezer, the better because that's less air to cool down after you open and close the door. If items can generate a lot of cold on their own (like ice cream or ice) it'll also help the freezer recover. It can't be packed tight, because then there won't be enough air moving around, but reasonably full will expend less energy maintaining a cool temperature.

When it gets too hot and our pets don't want to take refuge in the basement due to territorial pissings and sibling rivalry (like, share with HER? No way), I get out a washrag and soak it in lukewarm water and wring it out a bit.
Then I "lick" my pets with it, wrapping it around my four fingers and stroking them in the direction their fur grows. They don't get very wet, but just damp enough to cool off a bit and perk up. Then they lick their own fur, and get a little drink in the process.
Except for Rypple the Gecko. She likes her some hot days!
My big boy cat, Mario LeMiaux, found a washcloth somewhere in the house yesterday - and brought it to me! So I guess they like it.

Heck, I grew up in the Northwest at a similar (highly economically depressed) time in similar trailer courts. Resonates, ya know?
While others thought they started a new "grunge style", I knew they dressed like most male members of my extended family who worked outdoors - and like they always did and still do, actually.

i knew it.territorial pissings is what finally got me. i think ive seen you use other referneces.im from boston obviously but i was a huge fan.kurt and i were the same age and it was pretty sad when he left.if you have the sundance channel, on demand, there is a cool new documentary on there called about a son.check it out.i knew i liked you.

I heard somewhere that a small fan with a bowl of ice behind it helps to cool things down a bit. I realize the ice wont last long but maybe thats a start until you get your ac?

Civil War Era hospital wards were cooled somewhat by hanging wet sheets and having people fan them.
Might work with a motorized fan, too.
