Hair dressers and cancer patients alike have confirmed that Locks of Love charges the patients for the hair. Pantene will take dyed hair and I know patients who have procured wigs with hair donated from Pantene.
I've heard that the Hair Raising Cut-a-Thon fills up really quickly. If you can't get an appointment, you can go to any salon and tell them you want to donate.

I don't think the charges are a secret.
Their own web page mentions it. They charge on a sliding scale based on patient's caregiver's financial situation.
