What a great photo! The musicians are probably more concerned about keeping the instruments dry than keeping themselves dry. Water will ruin stringed instruments.
Reminds me of the time I was playing cello at at outdoor wedding and it started to rain. A nice fellow held a golf umbrella over me for the next 10 minutes.
There was another incident when I was playing in a youth orchestra at the Hatch Shell and it started pouring. The whole string section had to shift their seats inward so that the players on the edge of the stage wouldn't get their instruments wet. This happened during the middle of Ravel's Bolero, which continued uninterrupted as the episode of musical chairs played out. I think I also remember the Hatch Shell staff handing out little plastic covers to the violinists so they could cover their instruments if a rainstorm snuck up on them.

I heard them play that night. Very interesting band.
The umbrellas are probably for the instruments not the musicians
